Industrial lots at Aboitiz Economic Estates: a buyer's guide

This independent guide pulls together what Aboitiz Economic Estates (AEE) has published about its four industrial estates (LIMA in Batangas, MEZ2 and West Cebu in Cebu, and TARI in Tarlac), with every figure labelled by how well it is supported. Prices, addresses and most lot availability are not published, so we show none and tell you what to ask. It is an editorial guide, not an offer, advertisement or recommendation.

Questions on LIMA

How big is LIMA Estate?

Published figures range from 826 ha (March 2024 release) to about 1,100 ha (September 2026), with a target of about 1,600 ha. The developed vs remaining split is not published, so ask the developer how much industrial land is actually available.[6,21,2] Per seminar deck

What lot sizes are on offer at LIMA?

No standard industrial lot cut is published. Recent announced lots were about 0.99 ha, 1.6 ha, 1.86 ha and 11.8 ha, which shows what has been sold, not what is available now.[10,16] Per seminar deck

Is the Manila or port travel time confirmed?

No. Figures such as about 1.5 hours to Makati/NAIA and about 30 minutes to Batangas port are broker marketing claims and are not measured. Test the route at your own operating hours.[26,27] Unverified

Our analysis

Nothing is computed until you enter a lot size and a price per sqm. All numbers are yours; this is arithmetic, not a quote, offer or tax advice.

Enter a lot size and a price per sqm to see numbers.

Closing costs use documentary stamp tax 1.5%, local transfer tax 0.5% to 0.75% (shown as a range). If the seller is VAT-registered the quoted price may carry 12% VAT: ask. Payback is crude: it ignores financing, depreciation, ramp-up and working capital.

CREATE MORE area brackets

The income tax holiday (ITH) length depends on SIPP tier and where the project sits. Bracket assignments below are not confirmed by the 2026 regulations.

  • LIMA

    Other areas Our analysis

    ITH, tier I / II / III: 6 / 7 / 7 years

    How we got this

Not on the TIEZA metro / NCR-contiguous LGU list (which names Cavite, Laguna, Rizal and Bulacan towns, Metro Cebu and Metro Davao), so we place Lipa and Malvar in 'all other areas'. This is our reading of the list, not a classification published by Aboitiz Economic Estates or the IRR. Confirm with PEZA/BOI before relying on it.

If Lipa/Malvar is in the 'other areas' bracket, the CREATE MORE income tax holiday (ITH) in the same table as our guide is 6 years (Tier I), 7 (Tier II) or 7 (Tier III). With the statutory post-ITH period (10 years for investments up to PHP 15 billion approved by an investment promotion agency; 20 years above that via FIRB) the headline total is 16-17 years, or 26-27 years for FIRB projects. Which bracket and SIPP tier your project actually gets is decided at registration, not by the estate.

  • MEZ2

    Metro area Unverified

    ITH, tier I / II / III: 5 / 6 / 7 years

    How we got this

TIEZA names 'Metro Cebu' as a metro/contiguous area, but which LGUs count (for example whether Mactan / Lapu-Lapu is included) depends on the IRR list and is not clear. We therefore show Lapu-Lapu as 'metro' marked unverified; if it is not covered, it would fall in 'other areas'. The CREATE MORE guide on this site records the same caveat for Metro Cebu.

If Lapu-Lapu is in the 'metro / NCR-contiguous' bracket, the CREATE MORE income tax holiday (ITH) in the same table as our guide is 5 years (Tier I), 6 (Tier II) or 7 (Tier III). With the statutory post-ITH period (10 years for investments up to PHP 15 billion approved by an investment promotion agency; 20 years above that via FIRB) the headline total is 15-17 years, or 25-27 years for FIRB projects. Which bracket and SIPP tier your project actually gets is decided at registration, not by the estate. Treat the metro figures as provisional because Lapu-Lapu's bracket is unverified; if it falls in 'other areas' the ITH is 6/7/7 years.

  • West Cebu

    Other areas Our analysis

    ITH, tier I / II / III: 6 / 7 / 7 years

    How we got this

Balamban is not on the TIEZA metro / contiguous list, so we place it in 'all other areas'. This is our reading, not a published classification; confirm with PEZA/BOI.

If Balamban is in the 'other areas' bracket, the CREATE MORE income tax holiday (ITH) in the same table as our guide is 6 years (Tier I), 7 (Tier II) or 7 (Tier III).

  • TARI

    Other areas Our analysis

    ITH, tier I / II / III: 6 / 7 / 7 years

    How we got this

Tarlac City is not on the TIEZA metro / contiguous list, so we place it in 'all other areas'. This is our reading, not a published classification; confirm with PEZA/BOI.

If Tarlac City is in the 'other areas' bracket, the CREATE MORE income tax holiday (ITH) in the same table as our guide is 6 years (Tier I), 7 (Tier II) or 7 (Tier III).

Due diligence

A checklist for foreign buyers

General information, not legal advice. Foreign nationals generally cannot own Philippine land; lease and corporate structures differ. Take licensed Philippine legal advice before you commit.

  1. Foreign land ownership The Constitution (Art. XII) restricts private land ownership to Filipino citizens and corporations with at least 60% Filipino ownership. A foreign investor should plan to lease or to hold land through a qualifying structure, not buy directly. Our analysisWell-known constitutional rule; we did not retrieve the text in this research. Take legal advice.
  2. Investors' Lease Act (RA 7652) Lets qualified foreign investors lease private land for up to 50 years, renewable once for 25 years (75 years in total).[41,42] Verified
  3. 99-year lease (RA 12252) RA 12252 amends the Investors' Lease Act to allow an aggregate lease of up to 99 years for investors with an approved and registered investment, for uses such as industrial estates, factories and processing plants (tourism only at USD 5 million or more). The DTI-BOI-LRA IRR was reported signed 19 Dec 2025 and effective 4 Jan 2026. Leases must be registered with the Registry of Deeds and annotated on the title. We found the details via news and law-firm summaries, not the statute text, and did not confirm the enactment date; verify before relying on them.[41,42,43] Unverified
  4. Title and land status Ask for a copy of the Transfer Certificate of Title (TCT) or the estate's master title and any subdivision / condominium certificate, and check encumbrances at the Registry of Deeds. In a Contract to Sell, title usually transfers after full payment, so understand the transfer timeline. Our analysis
  5. Zoning and permitted use Confirm the lot's zoning classification, the estate's deed restrictions and whether your activity is allowed (for example light vs heavy industry). No official site plan is published by AEE.[1] Our analysis
  6. PEZA registration and your own project Estate status does not register your enterprise. Your project needs its own registration and approval by the investment promotion agency and must be in the SIPP. AEE and PEZA offer EaseBiz support and a PEZA/BOC one-stop shop in the estates.[9,37] Per seminar deck
  7. Environmental compliance Check the estate's and your project's Environmental Compliance Certificate (ECC) requirements and wastewater arrangements with DENR-EMB. AEE says it holds TUV NORD QMS/EMS/OHS certifications; those do not replace your own ECC.[2] Our analysis
  8. Transfer taxes and fees (budget ranges) Typical Philippine closing costs for a land purchase: documentary stamp tax about 1.5% of the higher of consideration or fair market value; local transfer tax about 0.5-0.75% depending on the LGU; registration fees on a sliding scale; possible VAT on developer sales of real property. These are general ranges, not retrieved from a source in this research, and not specific to AEE. Your adviser must confirm who bears each cost. Our analysis
  9. Incentives Do not assume tier or bracket. Read our CREATE MORE guide and have your adviser confirm your project's SIPP tier and the LGU's bracket.[40,37] Our analysis
  10. Get it in writing Ask for written statements of: available lots and sizes, price basis, lot vs lease vs ready-built options, utility capacities (MVA, MLD), delivery dates, and locator structures under PEZA. Our analysis

FAQ

Frequently asked questions

Is this an offer from Aboitiz?

No. This is an independent editorial guide with no affiliation to Aboitiz. It contains no prices and is not an advertisement or offer. Use the inquiry form only if you want us to forward your question. Verified

How many estates does AEE have?

Four are listed on the official site: LIMA (Lipa/Malvar, Batangas), MEZ2 (Lapu-Lapu, Cebu), West Cebu (Balamban, Cebu) and TARI (Tarlac City). None is listed in Davao, Cavite, Laguna or Cagayan de Oro.[1] Per seminar deck

What do lots cost?

Not published for any estate: sale prices, lease rates, ready-built-factory rates, deposits and payment terms are all 'inquire'. Any per-sqm figure you see elsewhere is not from AEE. The estimator on this page contains no prices; you enter your own.[1] Unverified

Can a foreigner buy industrial land?

Generally not directly: the Constitution reserves private land ownership to Filipino citizens and corporations at least 60% Filipino-owned. Foreign investors typically lease (up to 75 years under the Investors' Lease Act, reportedly extended to 99 years for registered investors under RA 12252), or use a qualifying Philippine corporation. Take legal advice.[41,42] Our analysis

Are the estates PEZA zones, and do I get CREATE MORE incentives automatically?

All four are described as PEZA zones (TARI as proclaimed and under development). Incentives are not automatic: your own project must be registered and approved, be in the SIPP, and the ITH years depend on the tier and location bracket. AEE itself says only 'potential access to PEZA incentives'.[2,37,40] Per seminar deck

Which estate is built out and which has land?

Not published. MEZ2 (63 ha, 43 locators) looks largely built out, which is our inference. LIMA and West Cebu have announced expansions (about 110 ha, and 39 ha with 8,700-51,000 sqm cuts). TARI is under development. Ask each for the current list of available lots.[2,4,5,3] Our analysis

Are the travel times reliable?

No. Few are published by AEE; the LIMA figures are broker claims. Every drive time is shown with an Unverified chip, and straight-line distances are computed from approximate coordinates.[26,27] Unverified

How is this different from Tagaytay land?

These are PEZA industrial estates for operating businesses, not lifestyle or tourism land. Tagaytay (about 87,800 people in 2024) is a tourism and agriculture economy; see our separate content on it. Do not treat the two as substitutes.[34] Per seminar deck
